As a native Elmiran, Liv has always dreamed of an Elmira people are proud of, and a county that is considered more than a gateway to somewhere else. Liv has traveled across the country and beyond, getting inspired by the ways different communities operate, improve, and thrive.Uplift Neighborhoods seeks to understand the needs and desires of our local communities and work with them to build equitable, resilient, self-sufficient neighborhoods.
